I would choose the 3700x or 3800XT from AMD. The 10700k offers better performance in games but consumes a lot more power, generates significant heat, and doesn't match the efficiency of the 3700x for heavy workloads because of its high temperatures. With the 3700x you can use affordable aftermarket coolers and entry-level boards like the B550 or X570 without issues. On the other hand, the 10700k requires premium cooling solutions and a more expensive motherboard—especially if you push it to overclocking limits. Considering the cost of the 10700k and its platform, you can also get an AMD Ryzen 9 3900X or XT, which fits well within that setup.
You should definitely be able to push the 9700K further than the 10700K, though it's unclear if that means real gains. Based on what I've noticed, the 10th generation processors seem less responsive to overclocking now. They're already highly tuned.
Honestly, the 10700K is not worth it. If you need strong multicore performance, the 3900X is much better for less money. It also uses less power and runs cooler. I'd you want to game, the 3600 is all you need. The only time a 10th gen CPU makes sense is I'd you want to play Fortnite at 720p low settings. Then you buy a 10600K
The 9700K concept is a bad move. It sits on an unstable platform with no backing and just eight threads. It won't be a smart investment. A 2080 non-Super/Ti processor won't make much difference. Opt for a 3700X and adjust the memory settings. It will perform significantly better than any i7 while using far less power, keeping your room from heating up during gaming. Would you prefer to play at 720p low for 600 FPS with the 10600K instead of dealing with the stress of high-end i7s?
