In Denmark it's roughly 104 dollars, and I've got around 500 dollars to allocate over the next six weeks.

1650 offers very low power use, you can keep it without much concern. However, I wouldn’t recommend it personally. Regarding the motherboard, you can simply purchase a 5 2600 and hope it doesn’t throttle. Adding another stick of RAM is better than getting a new board—match the exact model or choose the same speed. Don’t forget to get a paste for your new CPU.

The motherboard isn't up to the task, so the CPU will need to be throttled down. I was thinking about the power supply unit, which is a 300W unit with a peak load of 450W. However, I don’t really feel it’s safe to keep using it, so consider replacing it with a new one.
