By the way, I didn't use BIOS to speed up my CPU. I relied on AMD Overdrive. But now I want to bring it back down to 3.5 GHz, though I've already uninstalled AMD Overdrive. It still doesn't work. The system says my base clock is still 4.2 GHz even after resetting everything. It's not helping. Could someone assist me with this? (I've already defaulted the motherboard.)

Asus R9 390
750W PSU
Reinstall the AMD Overdrive and reset the clock speeds to their standard settings.
Did you clear your CMOS?
Skip the "Use the BIOS Menu" part.
