As others have mentioned, the Prime95 temperatures are excessively high (particularly because it utilizes AVX, which few applications use). Verify your CPU temperatures once more, this time while running your preferred game.
Still, you should aim to locate the lowest voltage that maintains stable operation of your OC. Doing so not only ensures minimal temperatures but also helps extend the CPU's lifespan.

Because the lack of H2 is raising costs, I think N2 would be more cost-effective.

Truthfully, some coolers from the late 2000s relied on Peltier modules. They might operate below ambient temperature, though it's unclear how to supply power to them.
