My HP laptop is acting very strange. It shuts down normally, but if I try to turn it on after a shutdown, it just keeps spinning and does nothing. To make it work, I had to take out the RAM, unplug everything, remove the battery, hold the power button for about one minute, put back the RAM and battery, and then it would start. I have already updated the BIOS to the latest version. I checked all my drivers, made sure the heat is fine (it's running around 80 degrees F). I took the laptop apart completely, cleaned the vents, applied new thermal grease to the CPU and GPU, swapped out the battery, tried three different power supplies, but nothing fixed it. This problem has never happened before because I have built so many laptops and computers. I think something is wrong with the motherboard; it starts fine when turned off normally, but if you shut down it tries to start again and just keeps cycling. It doesn't seem related to my operating system, since even without a hard drive installed it does this same thing. I would really appreciate any help here.

I need to remove the RAM, unplug it, take out the battery, and hold down the start button for one minute. After that, I put the RAM back in and slide the battery in. If the computer starts up normally after this process, then it means your laptop is getting too much static electricity or you have a grounding problem. This happens when you are discharging leftover power while plugged in. Try moving to a different outlet on the wall.
