This might work well for HTPC, though on a desktop I prefer foobar2000.

It functions on desktop but needs to open in full screen first, then switch to Desktop view. However, the playlist doesn't display fully.

Sure, I'm planning to test it in a game using Shift+tab. The media player functions well on both large screens and desktops. It's interesting, but I believe I'll continue using Winamp.

You can begin the music in desktop mode by selecting "Library" in Steam, and Music will appear within the software section.
