So here are two issues with my frames. In most games my frame rate is limited to 60, I’ve turned off VSync and also capped it, but I don’t know why it’s still limited. And the second issue is that when I play games, my frame drops to 44, and if I press Alt+Tab it works, but I have to do this every time it goes down to 44. The only way to fix it is by playing in windowed mode, please help.

which tool are you using to take the measurement?
what actions are you taking while performing the measurement?
which display are you utilizing for this task?

System specifications would be very useful. Also verify your Nvidia/AMD settings to ensure your graphics card isn't having v-sync turned on. Even if it's off in the game, it might still be active on the GPU.
