I have issues with my initial gaming PC
I've assembled my initial gaming PC a short while ago and have already faced several issues. While playing Cyberpunk, I occasionally notice graphical glitches. The glasses of the character who tasked me with stealing a car look overly blurry, and I've also seen flickering lights. At first, all edges seemed too sharp and shimmering; turning on anti-aliasing helped somewhat, but some edges still shimmer and the glasses-related glitch persists.
While attempting League of Legends, my ping would sometimes reach 4000, after which lag would spike to 800 FPS, followed by screen blackouts that would briefly recover. It seems my monitor might enter sleep mode occasionally—possibly triggered by a mouse movement, though I'm not sure.
I also struggle to set my RAM to full speed; the BIOS shows 4800MHz, but it runs very slowly. After trying EXPO-6000, it still lags, and my task manager lists 5600MT/s, which doesn't match. My CPU scores are 821 on multicore and 112 on single core in Cinebench R24, with a peak temperature of 78°C.
Additionally, I've had problems closing file explorer and Opera Browser when clicking X twice. The PC was connected to an ungrounded outlet for a day; now it's plugged into a grounded one. Is there a hardware fault? How can these issues be resolved? Am I exaggerating?

Are you using FSR with your games? I noticed in Red Dead Redemption 2 that certain things don't look right using FSR2 rendering on my 6700XT.
For the RAM you aren't guaranteed to hit 6000MHz. The 7000 series only guarantees 5200MHz so anything above that is technically a RAM overclock and you are at the mercy of the silicon lottery. Since this is a 7600, odds are you didn't get the best RAM controller silicon. Remember that the 7600/X are binned from 7800X dies. Those that have a defective core or two are turned into 7600X and if it doesn't hit thermal or clockspeed requirements those are then sold as 7600s.
What version of Windows are you using. When you did the build, did you do a fresh install or was it a previous install?
