Generally, most people agreed it slowed down performance and caused a major drop in FPS. To fix playable frame rates, I had to follow the same steps. As for other issues, it seems there might be a cross-fire problem and the game isn't adjusting well to the setup.

There seems to be an issue with your system. Your R9 290 is running smoothly at around 90 fps on high settings, but your PC doesn’t perform as well. It might help to disable NVIDIA PhysX and experiment with different configurations.
