RX 460 can decode videos and works with the AMD drivers inside Linux kernel. The Moonlight issue points to a host PC problem. The Windows box has the newest 461.40 gameready driver.

Parsec supports H265 encoding and launches smoothly without problems. However, it mentions it may switch to H264 if needed, leaving me uncertain about the actual implementation. I prefer moonlight since it lets me choose a bitrate above 50mbps, even though this feels more like a troubleshooting consideration. Thanks again for your guidance and support.
