These are both Display port cables, but I’m not sure which version they are. They connect to the graphics card.

I figured it out was the fps limiter in riva tuner statistics.
I understood it! I've handled the same issue before by overlooking the cap. Also, if you set it to cap in MSI Afterburner and adjust settings in-game at the same time, it might cause stuttering (for your reference). I just came across some more information and likely wouldn't have found the solution otherwise. Happy to see you discovered a fix.
