These are both Display port cables, but I’m not sure which version they are. They connect to the graphics card.

Ensure your PC is powered off and disconnect the second 60 Hz monitor. Connect the new 144 Hz monitor to the first Display port while leaving the second monitor unplugged. Restart your PC and launch a game to check if performance improves above 60 fps on the new monitor. Also, try switching from fullscreen to borderless window during the game to observe any differences.

I tried the three games—Overwatch, Titanfall 2, and Doom. I changed between borderless and fullscreen and confirmed V-sync was active, but performance remains at 60fps.

I think it's a small detail that might be easily missed, and we've already eliminated all the steps you've tried. I understood it! I've handled the same issue before by overlooking the cap. Also, if you set it to cap in MSI Afterburner and adjust settings in-game at the same time, it might cause stuttering (for your reference). I just came across some more information and likely wouldn't have found the solution otherwise. Happy to see you discovered a fix.
