Maybe the CPU is the issue. An i3 isn't powerful enough, but the 280x can still handle it

the shown vram numbers don't reflect actual conditions, i notice gta5 consumes more power than what appears, which is typical since multiple systems are active on the graphics card.

Remove the Display Driver Uninstaller to fully delete your GPU drivers, then install the fresh ones.

everything stable and working correctly out of games? Ram and hard drive have no errors? Any strange bsod. What are temps (load and idle) gpu and cpu please.
