Windows operates independently since Microsoft aims to make it safer, but as adults we shouldn't treat it like a child. If I wanted to wipe my system, I should have the ability to do so.

The internet seems real. Kids could easily find instructions for destroying Windows and wipe all school systems, yet it looks like some software files remain intact, which is pretty surprising.

I'm attempting to turn off Windows Update without using any external software. Successfully removed SYSTEM32.

System32 isn't deletable due to file protection mechanisms in Windows. Unlike Linux systems, it has read locks that prevent deletion, making it impossible even for administrators to remove it.

They can't do it. The only option is that you're not using Windows. If you need to remove system32, just format your disk quickly. Or try a strong physical impact on the drive—it's another method to render it unrecoverable easily.
