Following an hour of reducing voltage I achieved a CPU temperature below 75°C. After stress testing on a compact FFT 95 with moderate workload on a laptop, the temperature remained stable.

You're probably overworking your CPU, I'd really push it a bit more. Laptops tend to get hot that way.
