It's usually a poorly optimized game, and my setup isn't great either: a Ryzen 5 1600X with 16GB RAM at 3200Mhz and an RX 570 (4GB) card.
Even if I lower the resolution to 720p and turn everything off, the game still behaves this way.
My friends with 1050 Ti and an RX 580 don't experience this issue at all. It's really annoying because it occurs in every battle. I have the game on a solid SSD that performs well. I haven't yet upgraded to my newer one, but I'm not sure that would solve the problem.
