you're experiencing stuttering even at the lowest game settings, with noticeable frame drops every few seconds. your system specs are solid (i3 9100f, 16gb ram, rx 5700 x5700, master cooler), but the issue persists despite undervolting, repaste paste, and cleaning background apps. it seems like your power supply unit or graphics card might be the root cause, especially since you notice sudden drops in performance and power usage during stutters. for valorant, you have multiple clients running, which could add strain. let me know if you want advice on checking pwm settings, cooling, or further diagnostics.

On your previous GPU with 1060 and 6GB RAM, frame drops aren't happening even at 120fps in Fortnite's performance mode.

1080p demands significant CPU power since the GPU work is largely completed and remains on the CPU. Fortnite DX11 (Performance Mode) is very GPU-intensive, which makes it hard for the CPU to keep up. Switching to DX12 would help avoid the CPU bottleneck. If you're considering a 9700K, I’d suggest using a used Ryzen 5 3600 with a compatible board instead of going for LGA 1151-3. Keep in mind to use quote to get a reply. @191x7

It's much simpler to drive because it's significantly less powerful.
