I don’t use any enlargement features; everything is at its highest capacity including AA. The WoW settings aren’t designed with built-in upscaling either. I’m currently playing on Barthilas Horde, the largest Oceanic server. We spent some time in Blackrock before WoD.

upscaling is available in Wow under advanced options, allowing res to go up to 200% (starting from 1080p). The AA setting of "CMAA", "SMAAx4 + CMAA" achieves this. However, it doesn't impact CPU usage. I'm playing at 1440p, yet FPS remains stable around 60 even with your 4790k at stock settings.

This doesn't require any interaction with FPS.

Are you using the latest Retail update? It seems like since Cata/MoP they made minor improvements. Or are you playing WotLK? In either case, the WoW.exe only uses three threads. If it detects more than three cores, it becomes very confused and FPS drops significantly. To fix this, open Task Manager, right-click on WoW.exe and adjust the affinity to Core 6, Core 4, and Core 2—these represent your last three physical cores. You’ll need to repeat this each time you launch WoW, or consider writing a PowerShell script for the launcher.
