My graphics card usage is low, around 20% in most cases, whereas it usually hits 90-100% in open worlds (R9 390x). This suggests a CPU limitation, but with a 4760k processor running at 4.7 GHz, it seems possible. I notice streamers often have higher frame rates in the same conditions, which makes me question their hardware specs. Do you know any fixes or potential causes?

Wow is just horribly optimized, you're not gonna get a stable fps no matter what cpu you have. I recommend disabling stuff like shadows in raids to get your fps up a bit Theres a raid profile in the graphics settings that applies automatically when you enter a raid so you don't have to change it every time
