I don't understand why you're seeing higher FPS on another PC.

So what you're referring to is that I have two PCs—one with a 2600 and an 1060, and another with a 2400 and a 1050. I notice the difference in FPS is much higher on the second one when using the same settings. I'm just confused about why.

Same screen size? Besides that, other aspects like RAM, background processes, and temperatures matter too.

Sorry, those are both Intel CPUs with the same RAM but different settings on each screen, yet I still experience lower FPS when changing in-game settings.

It might be that the paste you already have or the one you just used isn't great. Consider getting graphite pads instead—they last longer and provide better results compared to premium options like IC Diamond.
