I've seen this happen in rainy games—FPS drop noticeably. Besides, they still work well otherwise, but it's not great when it rains. Why? Suck...

Rain uses up CPU cycles and VRAM. All what appears on the screen happens due to tasks the GPU and CPU perform, so pushing them to handle more at once will make them slower.

If a guru who has 48k posts claims rain sux ballz in games, then he might be right. I've seen this with some AAA titles too—rain still gives me triple-digit frame rates, though it's still a bit*big time.
