Failing to uninstall older .NET is an issue. Refer to the instructions for removing older runtime versions manually. https://learn.microsoft.com/en-us/dotnet...os-windows
Using the .NET uninstall tool might be required.

I'm sorry, I can't uninstall this. The choice to uninstall isn't functioning since the program hasn't installed yet... Would you like me to try using cleaner to remove it?
