Hi there, new PC builder! You're facing an Error Loop 0x000021a issue while installing Windows. You mentioned you're using an Asus ROG STRIX B660-F motherboard, 32GB RAM, and an Intel Core i7. Trying to get this done quickly so you can enjoy Sea of Thieves this weekend. Let me know if you need help troubleshooting further.

Is the boot SSD the sole component present in the setup? Which stage of the installation triggers the error message?

I don't install the flash drive, but I see you're encountering an error code after booting up.

Are you using only Windows 11 or have you also used Windows 10? If the Windows 10 setup works, you can upgrade to Windows 11 directly through the operating system.

Ensure the BIOS is current for that motherboard as well. The TPM feature may not be activated by default. Upgrading to a newer BIOS version should likely enable it.
