It's time for a fresh PSU, right? Making one without PCIe power cables makes sense in the short term. You could use Molex or SATA adapters to connect, and it should still work fine.
You purchased an inexpensive power supply unit. Many graphics cards worked without a connection. The 450 watt rating suggests it was likely intended for a system without a GPU.
