new setup without OS allows video output via GPU, while HDMI input struggles. I researched HDMI hand shake techniques for Ryzen 5 5600G with ASRock B550M Phantom Gaming 4 board running BIOS v2.20 using a 2x8 16GB G.Skill ripsaws 3200, which doesn’t support XMP profiles.

The onboard graphics are turned off because a separate GPU is present. It doesn't make sense to utilize them.

Are you sure your GPU remains active while using onboard graphics? Certain BIOS configurations may turn off the integrated GPU if a separate discrete GPU is found. To run both simultaneously, you must activate this setting within the BIOS.

Check for a BIOS update to version 3.20 and observe if it fixes the problem. If it doesn’t resolve it right away, examine your BIOS configuration to activate your iGPU.
