Sometimes the combination matters, as old and dry compounds can prevent booting. Even after replacing the CPU, issues may persist due to faulty memory or GPU problems. Check how many RAM modules are installed—test each slot individually to see if it boots. These steps might help identify the issue.
The new compound has one stick currently, whereas there were two before. I removed the second one, but it hasn't changed anything.
Which cable are you checking? Does your motherboard include a built-in GPU? If yes, remove the GPU and connect the monitor directly to the motherboard's GPU. Only for testing.
Did you verify your MOBO settings without checking your motherboard specifications? Occasionally, if your MOBO includes built-in graphics and you connect a separate GPU, it may be configured in BIOS to start with the internal graphics instead of the external one. Make sure this is set on your rig.
