I conducted the DX12 API Performance test on Windows 10...
I received a build using a 3960X paired with two 970s. The difference between Dx11 ST and MT wasn't noticeable, which is unexpected. However, Dx12 clearly stands out.
This was my first attempt at watercooling, no 90-degree connectors yet—just planned for future upgrades. I’ll also remove the LED fans since they’re making too much noise and looking green. The excitement is real, as Hydra mentioned.
DX12 isn't available anymore, and the contrast in the original post feels quite significant.
On Win 8.1 with one GPU, my performance was decent but limited. With a better card, things would improve significantly.

It could also be noted that I performed the test in 1080p; it's unclear what impact that change would have.
You can run the full API testing process using Windows 10 by enabling DX12 in 3DMark. It’s not just one tool but a combination of settings and drivers. Make sure DX12 is activated in your 3DMark configuration, then follow the instructions to start the test.
