I recently set up a new Minecraft server and achieved around 60 to 100 FPS. The game runs smoothly on your specifications: i7-4790K, 16GB Corsair Vengeance DDR3, 1866GB Gigabyte GTX 970.

Open the Minecraft.exe file and choose to run it using Nvidia settings, or similar options for those affected by this issue.
