Chrome seemed to be helping by blocking access to Facebook. Try resetting Chrome, then perform a clean install of Windows. If that fails, check your router for unusual settings.

Control Panel – Network & Internet – Local Area Connection
Properties > IPv4 > Set DNS to 202 56 215 54 / 202 56 215 55
If unsuccessful, try:
Control Panel – Network & Internet – Internet Settings
Connections > LAN settings > Disable proxy server for your LAN
