I understand this might seem confusing, but I’ve got a file that can’t be deleted. I tried using an unlocker and performed a startup repair, but the file remains as a permanent .rar file. Could you give more details?

Get FileAssassin from malwarebytes or the portable app on pendriveapps. It removes any files you wish, regardless of locks or system usage. Links provided: https://www.malwarebytes.com/fileassassin/ and https://www.pendriveapps.com/remove-lock...eassassin/

It didn't work? You might need to delete it while switching to another operating system. Consider starting with a Linux live USB and then wiping the file afterward. https://www.pendrivelinux.com/universal-...-as-1-2-3/ For the Linux ISO, Mint with Cinnamon or MATE would be a good choice since it resembles Windows. https://linuxmint.com/download.php
