You're dealing with a tricky setup situation. Since you don’t have any physical media and can’t afford more costs, consider checking if the Windows 98 SE installation media is still intact on your XP system. If it is, try booting from a USB drive or another external source to see if the issue persists. Alternatively, look into repairing the Windows 98 SE installation media using tools like Rufus or Windows Media Creation Tool. If that doesn’t work, you might need to recreate the installation media from scratch, which could be more time-consuming but potentially successful.

Windows 98 had strict requirements for hardware consistency, so switching between devices like Dell XP and XPS may fail. It’s likely the systems differ enough to prevent booting successfully. You could attempt to start Windows 98 in safe mode, which typically uses a standard set of I/O drivers.

Consider your approach carefully. The Athlon 64 x2 4200+ offers distinct performance compared to a Pentium Pro, so tailor your setup accordingly.

It has been quite some time since I used Win98, but when it begins to start (after the BIOS finishes its process), pressing the f8 key repeatedly will show a safe mode menu.
