When I play CSGO, I get around 60-90 FPS while a friend with the same PC build consistently reaches +300 FPS. The fans aren’t spinning at all. I’ve noticed they only start rotating when the card gets too hot. Sometimes just one fan spins for a short time before stopping. Is this normal?
Can you check if it boost now? I mean clocks go up? If yea, by how much?
Usually these issues stem from the BIOS you're running for your card or the GPU's fan settings. They're easy fixes. If you're spending a lot on this setup, consider using a Fractal Design Define R5 instead.

Set up and unsure about the usage, but it seems there’s no visible change in the main clocks. I managed to create a costume scene for my fans, and they’re all spinning at full speed. Great!
