I own a GTX 1660 with 16 GB RAM (2x4 and 1x8) and an AMD FX 6300. When playing GTA 5 at normal graphics settings, I see around 30 frames per second, with the best being 38. I disabled antialiasing and a few other options. After trying Rainbow Six Siege, it also struggles, achieving only about 30 frames.

Use Windows 8 or debloat Windows 10 using the lowspecgamer YouTube script guide.
Apply dx 10 acceleration in GTA 5 to boost 10 FPS.
Overclock the CPU—it's okay for performance but a better VCore could add another 5 FPS.
Install new drivers and it should work.
Keep in mind that FX cores might become a bottleneck in games; this is essential.
If you're unsure what overclocking is, we can assist with overclocking your system—just share some bios and motherboard details.
