The bitrate being targeted is relatively low, which can cause noticeable CPU delays during recording if it's set too high.

CS:GO runs smoothly at 299 FPS, and recording adds a slight drop to 40-20 with some stuttering.

On GameVR it runs at half size with 720p resolution, 60 frames per second. The file size is around 10MBPS, the hard drive supports 120MBPS read speeds and 100MBPS write speeds.

Same performance stays under 30% in CS:GO and reaches 35% on a 6-core i7. Probably not just the CPU.
