Adjust the settings to allow only TCP traffic. It might be that your router isn't sending the port forwarding because it's missing both TCP and UDP triggers. The label shows "TCP And UDP," not just TCP or UDP.

Is Windows installed? Make sure the firewall is completely disabled before starting the server. This helps remove any interference. Your internet service provider might also be restricting access on their side.
