Since upgrading to Windows 10 version 1909, my download speeds have noticeably dropped. It seems my downloads are limited and there’s no way to increase them. In Task Manager, the network usage is stuck at 30% with no change. Steam also remains capped at 3.5MB/s. I’ve searched for a solution for a long time, checking things like the 'Limited preservable bandwidth' in gpedit.msc, but it doesn’t resolve the problem. It often happens when I pick the Vancouver server over Seattle during busy times. You probably know Steam uses MegaBytes by default, not MegaBits, but I wanted to mention it just in case you're not. In any case, the user should check their connection speed with a speed test rather than relying on a game download.
