Check if the second PC is communicating properly by pinging Google. If the latency remains high when the main PC is off, the issue likely lies with the second PC.

The second PC isn't uploading anything, we're checking. Neither of us is downloading on the first one either.

Have you explored the pathping command to search for online? It reveals precisely where packets are failing, if any.

I performed the pathping test and here are the findings. I believe it's definitely the router at hop 2.

If hop 2 is the router, then the issue is clear. You're experiencing 18% packet loss and 809ms latency from your router to the first ISP hop, which is quite low performance. If it were a weak Wi-Fi signal or faulty Ethernet cable, you'd see packet loss at the router, but that isn't occurring here and your local network appears fine.

Yeah, its not really on your end, because there is no packet loss at the first hop which is your modem. It only starts past the second hop, and we see packets being lost all over the place after that. I'm not sure what you can do about this beyond calling your service provider and telling them where the connection is getting dropped, give them the IP addresses and such.
