Steam functions properly and the download consistently reaches 14MB/s over extended periods.
I was downloading arma 3 last night and experienced poor performance. The server was set to London, resulting in around 2mb downloads. Switching to Manchester, which was closer, made speeds drop even further to about 600kbps. Then I tried the France Paris server, and it spiked to 15mbs.
It's simple to understand. Where a server is located doesn't change how much data it gives you, only how fast the connection feels. The speed difference comes from which server—Manchester or Paris—is handling more traffic at any given moment. It could also mean Manchester has fewer resources to share compared to Paris.
