MOBO MSI x99a SLI PLUS
Updated today. Reached a maximum of 3.8 GHZ despite using a 1.3V CPU. Adjusted the CPU ring ratio to 3500 MHZ. Experimented with the XMP profile at 3000MHZ, but later changed it again. I powered off to check if the new settings remained stable and if the PC would start normally. Fans, GPU, and board lights all came on. Tried using the BIOS reset button, removing the CMOS battery, and running without it. Nothing worked. No boot attempt was received from the monitor. I removed the CPU for inspection to see if it was damaged. Returned the CPU, but now all system lights blink and the PC attempts to power up, then turns off and back on with blinking. Please help.

Thanks EDIT: Fixed the blinking issue by disconnecting the CPU water cooler from the system fan pins. Still can't boot.

I pressed the CMOS reset button, removed the booted CMOS, reinserted it, and tried again. My motherboard has both BIOS A and BIOS B, but neither is functioning properly. I can't reset using jumpers yet because I don't have one.

Consider trying to reset the CMOS again. I managed to get a jumper and short the reset, but it didn't work =(
