I checked the performance of Far Cry 4 on my setup. It ran at around 15 to 20 frames per second, especially with lower settings and resolution. I’m wondering if it’s possible to boost the frame rate to at least 30 FPS with some adjustments or tweaks. Thanks in advance!

It's understandable, Dan, but at such low resolutions and framerates it might not be worthwhile. Have you thought about switching to platforms like Stadia? What's your internet connection like?

But I don’t have a credit card and with my financial situation or whatever you think I can’t get one, I’m not sure.

I don't agree, but you can still play many old games.

That's perfectly fine. I'm glad you're comfortable. Your internet is more than enough.

I applied to the waitlist for Nware but haven't received a response yet. I did it about two months ago.

I own a machine with nearly identical specifications (HP DV6, i7 2670qm, 8GB DDR3, Radeon 6770M 2GB DDR5, SSD) and it really struggled with FC4 recently. At first, it looked like the CPU was limiting performance below 30fps. Once I increased settings slightly and enabled Reshade effects, frame rates improved noticeably without a significant drop. Even at very low custom resolutions with Reshade on, the game remained playable. Far Cry titles seem especially taxing on the CPU, and these older Sandy Bridge mobile GPUs appear to have limited clock speeds.
