You're building the Windows Install USB yourself, not using the built-in installer. You'll need to create the USB image manually or with a third-party tool.

Consider using a different SATA cable if available. If the same behavior occurs with two drives, it may indicate an issue with the SATA controller or the cable itself. Should the new cable not resolve the problem, it suggests the board's SATA controller is faulty or the CPU isn't properly seated. Also, verify that the BIOS on the board is current if it hasn't been updated yet.
