I've attempted to reinstall the games, reinstalled the drivers for the GPU, checked the integrity of the game cache, and even restarted your PC.

I don’t see a clear way to fix this by simply reinstalling Steam, checking the game cache, or restarting Windows. You might want to update your GPU drivers or run the program as an administrator.

Consider this suggestion: try the launch option with "-autoconfig". It will revert the game's settings to their original defaults.

Launch the start menu, select Run, type msconfig, navigate to Services, locate Steam Client Service, and verify it’s active. Restart your device and attempt again.
