My CPU model is i3-8350K and the motherboard is GIGABYTE H310M H. Whenever I attempt to increase my core ratio above 4GHz it resets back to 4GHz. I can adjust it freely as long as it stays under 4GHz, but it doesn't allow higher settings. What should I do?

the h310 motherboard doesn't support overclocking, you'll need a z370 chipset for that.

your cpu has an unlocked multiplier while your mainboard's chipset definitely lacks any unlocked multipliers.
