I finally found the app after asking around for a few days and clicking on some other links. It's called "ClickMonitor DDC" and it has every option I needed if anyone else needs to find this thread later.
You can't use your monitor's built-in controls, like the OSD buttons, to do what I need to do.
No, sadly I checked around a bit and there are only Gamma, brightness, contrast choices just like GaPa. I'm looking for an app that lets me use it the same way GaPa works because I need to do it often, and pressing the monitor buttons every time isn't ideal. Even if I had those options, it wouldn't be what I really want!
Here is what you can do: Go to https://winaero.com/change-screen-bright...PowerShell and click # 6 in that second link. Then, maybe make a new variable for how bright the screen should be, and ask the user to type in their choice. That's all you need: just a small script, plus a quick button on the desktop to start it right away.
