You’re starting from scratch with your setup. The red light for CPU and memory is indicating a hardware issue. After removing everything except RAM, the CPU and fan are still active, which suggests the power supply or motherboard is not delivering enough voltage or is faulty. Check the PSU connections and ensure it’s properly seated. Also, verify that the motherboard’s BIOS is recognizing the system and that all components are correctly installed.

I removed the cooler to make it easier to take out the RAM, but kept the fan connected to avoid triggering the light. The CPU indicator is now off, though the RAM indicator remains. Thanks for your assistance—it's your first project!

Adjusted the RAM placement, so proceed to reset CMOS. Refer to page 28 of your motherboard guide. You might not have the specific jumper, but using a screwdriver to touch the pins will achieve the same result. Also verify that the RAM is securely installed. It seems it’s only partially inserted.
