Yes, you can transfer Windows 10 from a CD or USB to your custom-built PC. You don’t need to purchase the OS again if you have a working copy already.

If you mean downloading the Windows 10 ISO and putting that on a CD or USB and using that to install/upgrade, yes. But I can't help the feeling that we're misreading this...

I'm not entirely sure what you mean. You can definitely store the ISO on a flash drive, right?

Just to confirm, you're not referring to transferring an existing system partition onto a different machine? Because, although feasible, I think licensing concerns could arise down the line if that approach is considered.
