I've already attempted to remove the CMOS battery for 10 minutes, but it didn't make a difference.

Restart the device without any RAM in, let it encounter issues. Power it off and reinsert the RAM. This should clear everything. Avoid repeating the process. The 3000MHz RAM may not support 8000MHz, possibly limiting it to 3600 or 3200.
