I just got a new PC and I attempted to adjust the RAM speed to 3200, but now it won't start. This is my first PC, sorry for any confusion with my language.

Check the CMOS setup. Your motherboard guide should explain the steps. Some boards have a special switch, others require shorting two pins. You might also take out the CMOS battery briefly.

Disconnect the power cord, remove the CMOS battery, press the power button ten times, reinsert the battery, then connect the power button and the BIOS will be reset.

You're not only adjusting the frequency, but also the timing and voltage to proper levels. XMP/DOCP handles this by providing the right settings for the RAM to operate at its maximum speed. Just turn on XMP. Avoid making any other changes manually unless you're experienced.
