It's unusual to find 48 lines in the Fallout 4 custom.ini. I suspect the mod might not support NMM or there could be additional installation steps. Which one are you trying to install? I'll give it a try.

It seems the dialogue mod didn’t work across all versions, while others did. Looks like it only matched certain mods.
