I recently swapped out my motherboard and CPU, but the PC still won't turn on. When I revert to the old components, the issue persists—no lights, no response when pressing the power button. The fans spin when I power on the PSU, but nothing happens otherwise. It seems the problem isn't with the PSU since a paper clip on the 24-pin cable worked. Someone, can you assist me?

Verify your front panel links including the power switch, reset button, HDD indicator, etc. It seems the power button isn't connected to the right terminals.

I used a screwdriver to start it, but it didn’t work. I’m sure the wiring is correct and everything is connected properly. I removed the battery from the motherboard and waited ten minutes, still nothing happened.

Access the front panel connector. Remove the plug and short the pins labeled 3 and 4. Begin your setup. Verify the socket is oriented correctly.

Remove the blue-marked plug from the photo I shared and shorten the pins with blue dots. Begin your computer.

You're asking about the phrase "sort like take it out" and its meaning in this context. It seems to refer to a specific way of handling or removing something, possibly related to a conversation with @Robchil.

Yes, pin 3 and 4 on the left side of the top row are the power button pins. If you use a screwdriver to short them briefly, it will function like pressing the power button. If your PC starts working, it's likely the power button is faulty.

The fans operate without any input, spinning on their own. The screwdriver feels worn out too. @Robchil

fans shouldn't spin unless two pins in the 24-pin connector are shorted. usually this is fixed with a PSU tester or by pressing the power button. something is likely shorted in your system. i would take it apart and inspect for any metal contacting the wrong place. by the way, i recommend using the orange RAM slots instead of the black ones with just one kit.
